The author supposes that the energy and recourse safety potential lies in: the boiler facilities modernization, generally by means old departmental boiler-houses merging; fuel component optimization in heat and hot water production; local power optimization and resource-saving technologies introduction. The author considers the luck of stimulus for resource-saving among the public utilities organizations as the basic problem.
