In article necessity of theoretical reconsideration of the concept of development of regional social and economic systems, for the purpose of the analysis of possibilities to functional structurization of economy of region and creation of qualitatively new system region of economic connections is opened. The new approach to the organization of the regional development, based on strengthening of the present and the future social and economic potential, satisfaction of human requirements and aspirations should become a concept principle.
