The authors had considered an innovation potential of Northern regions on the example of Murmansk region. They had determined internal and external factors that have an influence on scientific, technical and innovation potential of Northern Regions. On the base of scientific technical and innovation structure of economic potential, available margin and estimation of the efficiency the authors had determined the special indexes of scientific, technical and innovation potentials of Murmansk region for the period up to 2025. A package for stimulation of innovation activities on the level of regional public authorities had been suggested.
