Evolution of approaches to the conceptual justification of a natural resources region development strategy (based on Sakhalin region materials)

The problems of sustainable development which would provide us with a balanced solution for social-economical tasks and preserve the natural resources potential, become of a strategic nature within the process of national economics and its subsystems modernization. Although, the conceptual approaches to justification of individual region social-economics systems evolution take the common Russian approaches into consideration, they, however, form under the influence of each specific region individual economics system organization features. For a natural resources region (such as the Sakhalin region) the aim of forming a development conception is to provide a justification and subsequent implementation of a strategy which is based on competitive advantages exploitation (i.e. resources potential) as well as on regional economics competitiveness level growth, whilst obeying the objectives’ trinity (the economical ones, the social ones, the ecological ones).
