The forming of a new strategy of socio-economic development of stable regions (by the example of the Lipetsk region)

The article considers the role of stable regions in the forming of a new strategy of the country’s socio-economic development. The author shows the advantages of the shift of adjustment policy to regions’ polarized development by means of their innovation potential. The Lipetsk region is taken as a model region of a stably developing territory. The carried-out analysis of the region’s socio-economic development contributes to outline the main stages of the innovation strategy forming.
