The problems of the neutralization of financial-economic crisis consequences particularly increase the necessity of innovative activity. The priority should accordingly be given to the problems of forming and successful work of institutes and enterprises representing the cluster interrelation as the basis of regional innovative systems (RIS). The main factors preventing from the active innovative transformation of regional economies and needed to be removed by the cooperative work of regional authorities are on the one hand - insufficient budget and corporate financing, on the other hand - the lack of demand for innovations by the functioning business structures.
