Problems and clarification of priorities on short-term prospect of the North Caucasus regional economy modernization are considered in the article. Factors of long-term action requiring additional financial resources for necessary increase of level of social and economic development are revealed. The special attention is concentrated to creation of preconditions of small business regional system formation.
