Creation of focis of the controlled from distance education on basis of public libraries as instrument of development of regional business education

The article presents a mechanism of cooperation between business schools and public libraries in different regions of Russia. The mechanism allows regional citizens to access quality business education services and allows public libraries to dramatically improve their condition and quality of services. Suggested mechanism is notable for the minimal risks for both participants, involvement of the library staff in the process of distant learning popularization and the possibility of using income from distant learning as a source of non-government funding for libraries.
