In the conditions of the economical crisis diversification of economy becomes one of the most important tasks of the government. The development of small business can serve as the tool to diversify economies of cities. The article examines the specific features and problems of development of the small business in the cities of the Urals region with different types of functional specialization. The regional peculiarities of distribution of small businesses according to the industries are brought to light. The dependence of the indices of the level of the development of small business on the indices of the level of the development of the city is revealed. The recommendations concerning the realization of the city economic policy on small business are formulated.
