In front of Russia there is a problem of complex development of regions, municipal unions and rural settlements. Reaching performances of this problem, the authorities of all levels should be based on acceptance of the competent administrative decisions based on complete and a trustworthy information about level of current social and economic development not only region of the country, but also each administrative and territorial unit.
