Multivariate regional policy rossiyskoy empire in XIX аge (The example of Finland and Poland)

This article is devoted to regional policy Russia Empire, in particular the inclusion in its composition at the beginning of XIX century. Finland and Poland. Marked goals that have guided the state in Russia's expanding empire. Analyzed features of the internal polity of Finland and Poland, isolating them from other territorial units of Russia empire. An number of rights of a sovereign state, which had these regions. As an example, confirming multivariate regional policy in Russia, the Caucasus region is shown. Showing the positive and negative implications of the inclusion of Finland and Poland in the Russia Empire.
