Development of labour-consuming branches as the key factor in the decision of problems regions

In the present work external and internal factors influencing on labor-surplus in regions on the Republic Dagestan example are analysed. The conclusion is drawn that for situation improvement in such labor-surplus region as the Republic Dagestan, it is necessary to developed of the most labour-consuming branches of economy. The service trade differs high labour input and at the same time smaller, in comparison with other sectors of economic activity, a space cost constitutes. Thus, development of this sphere, except a gain of an added value and tax revenues, gives also economic effect. Investments into this sphere ensure the greatest number of new jobs and so expenditure cut on unemployment benefits and struggle against the criminality connected with it, disease etc.
