In the conditions of the crisis which has captured world economy, including the Russian, special urgency is got by effectively operating systems of strategic, including, indicative, planning of regional social and economic development. Thus in work a number of the problems make in practice realization of process of regional indicative planning difficult is considered. By authors it is proved and the scheme of system engineering of indicative plans of social and economic development of regions, and also classification of elements of system of state regulation of the economy is offered, allowing to generate effectively operating economic-legal mechanism of territorial development.
