In article are chosen five main factors, defining possibility of the transition region to Russia on way innovative developments: level of the development of the region; the possession natural resource; the production orientation of the region; the innovative potential, including - an index to localizations of the science; efficiency regional politicians. It is shown that correlation data factor defines the strategy of the moving the region toward innovative developments. It is offered general factorial-variant model innovative developments region, on base which are received quotient to models of the transition to innovative development three regions PFO, greatly differing on level chosen factor.
