In the paper the authors had conducted the analysis of skilled workers shortage for Northern regions innovation development. They had revealed the problems concerned with specialists training. The proposals of personnel training and retraining system perfection had been worked out including creation of modern educational centers directly in Northern regions provided for special courses, scientific seminars and schools. The authors had elaborated the realization mechanism of the highest professional skill management school project which participants would get an additional qualification «The Master of Business Administration» (MBA)
