Article pays attention to inevitable system problems, actual at the organisation of difficult administrative processes. As examples budgetary process of different levels and management of sources of not tax incomes of a city budget of Moscow is used. Besides, it is told about steps of considered problems already made for overcoming and about the innovations which necessity of carrying out in the near future all becomes more appreciable.
