In view of numerous works about rehabilitation and development of radioactive contaminated territories, conducted since the 1990-s, their theoretical research is necessary. However during last 20 years this direction has been researched insufficiently. Author defended basic notions and points of view, which allow in practice of management of radioactive contaminated territories rehabilitation and development to elaborate and realize clear purposes, decisions and plans.
