Creating the total health capital by the public health services in proportion to its funding in conditions of different ecological tension

The present article justifies the need to include the social irreparable harm component into the total economic damage from environmental disbalance. The qualitative analysis of the ability of public health care service to strengthen the total health capital in proportion to its funding is represented in the article. The restrictions imposed by environmental disbalance on the effectiveness of the public health care service in reproducing the health capital are represented. As well the environmental disbalance factors preventing the public health care service from being funded effectively and revealed.
