The article analyses the existing approaches to the determination of notion «region», formulates the determination «region» on the basis of system approach. Besides the author discovers the signs of stable regional development and different ways of appreciation for regional social-economic systems' stability. And the article substantiates the need of application quality of life as criterion for stable regional development.
