Planning of expenses of budgets on target programs of development of separate territories

In the article the actual practice of forming of purposeful budgetary programs, directed toward the development of separate territories, is investigated. The author substantiated the need of assignment of budget resources for territories, which possess the following signs: mono-branch orientation of economy, national features, agricultural orientation, geographical distance from the administrative center. The analysis of actual programs for regulation of territorial development (in Sverdlovsk oblast) is carried out. Also the author examined the sources of financial recourses for the programs.
