Dynamics and prospects of development of a mental potential of regions of Southern federal district

In the article the author has analyzed intellectual potential of the regions of the South Federal District and revealed its key indicators, such as: index of higher school graduates, index of educational level, index of academic manpower training, index of employment, and index of R@D costs. On the basis of these indices the regions of the South Federal District have been grouped according to their level of development of intellectual potential; within the groups the regions have been classified into leaders and outsiders in the sphere of knowledge-based economy.
