Innovative direction economic development of Russia and world financial and economic crisis make new demands to is qualitative-quantitative resource security national vosproizvodstven a complex that staticizes labour potential as key to a component of economic potential of economic system of the is innovative-focused type. At the same time the spatial factor of economic development of Russia assumes creation of mechanisms of distribution of innovative activity from the centre to periphery and the specification of conditions corresponding to this process and results of realisation of labour potential of separate regions that concerns and to regions of depressively-peripheral type of development with special and the ethnosocial structures of the population forming qualitative specificity of their labour potential.
