The development strategy of the region: three approaches are three outcomes

The interest in «strategic» development of the region without using the modern theory of strategic management provides sooner visibility and additional costs, than the result. The approach, having a programs and goals cannot create anything different from itself. The effective and operating strategy of the region may appear only through great efforts to master the «knowledge economy» in the learning organization (the region).
