Targeted programs: their proceeding and extension in conditions of budget incomes reduction

In the article analysed the problem of conduction of the budget reform at regional level in conditions of current world economic crisis. This article estimates reduction of incomes of state budget of the Republic of Sakha (Yakutia). A qualitative analysis of program-target expenses of the regional budget has been made, and also principles of activity of the financial institution of the Republic of Sakha (Yakutia) in new conditions have been formed up. The author makes a conclusion that in conditions of financial-and-economic crisis, of growth of state budgets deficit, increases motivation of application of Result Oriented Budgeting principles.
