In the article the algorithm to the choice of the best way of the social-economic development of the university, science town and region is offered. The algorithm is founded on combination of the methodological approach of subject-oriented composition and the statistic nonparametric methods. The factors selection method to characterize region, science town and university is offered. The models of mutual direct and inverse influence of the university, science town and region are built. This algorithm is realized for Dubna University.
