The main aim of this report is estimate the probability of forming regional innovation system. The author analyzes concept of innovation development & current situation in Udmurtia republic. With helping mathematic models, we estimate the value of innovation factors in economic growth of this region. When we provide necessity of innovation way of growth, we determine stimulation & destimulation factors & offer the base of innovation policy concept.
