In the clause the maintenance in scientific and innovative potential and the methods of its estimation are revealed. Here the features and the tendencies of inter-regional distinctions in scientific and innovative potential of the Northern regions are considered. On the basis of the method of factorial analysis's main components and Word's hierarchical cluster analysis four groups of regions according to the level of scientific and innovative potential are revealed: high, average, below average and low.
