The regional economy should be focused on innovative model of development of sphere of services. The working out of conceptual bases of development of sphere of services assumes the formulation of strategic targets, problems, choice of priority directions of development, working out of corresponding measures and toolkit of achievement of the purpose. The economic mechanism of development of sphere of services should include two blocks: the mechanism of market self-organizing of reproduction at all levels and system of state regulation and sustainable development support.
