The exit of region from economic crisis is able in condition with new type of economic development, which characterized with new aims and innovative results, innovative facilities of aim achievement and innovative management. For provision of the control of difficult territorial social and economic systems it is necessary to find new ways are followed in economic sphere. The controlling is a new word in theory and practice of management as a functional direction of development, the method of managing activity provided making operative and strategic decisions.
