Evaluating of regional disparity in fiscal characteristics

The regional differences in some geographical and economical characteristics can impact on disparity of region’s capacity to promote a fiscal (tax) revenues. This paper presents a comparison of geographic concentration and territorial disparities in some tax indicators within seven macro-regions of the Russian Federation (2003-2006). The approach used has provided a measures of tax revenues disparity with the correction for regions inequality. In addition, the methods had provided to evaluate a percentage of regional disparity in tax revenue due to disparity in GDP per capita and level of taxation.
