Payment by the population of services of housing and communal services: questions of the theory and practice

Offers on perfection of payment of services by the population, containing in the governmental documents on municipal reform, are based on belief that housing-and-municipal services differ nothing from the private goods. And consequently each consumer should pay the quantity of services consumed by it at full cost. According to such understanding there was a task in view of gradual transition to 100 percent payment of housing-and-municipal services by the population, cancellings of all privileges and liquidations of «cross subsidizing ».
