One of the characteristic features of Russian economy XXI- GO v. it is possible to recognize the increased interest in different aspects of the innovation development of regional social and economic systems both from the side of state and general public and from the side of particular investors. World economic crisis 2008-2009 yr. only increased the urgency of the conversion of the economy of Russia “to innovation footing”, since precisely innovations in the period of crisis become the key factor of the guarantee of competitive ability of the economic complexes of the Russian regions and national economy as a whole.
