In conditions of astable economy all levels of management should be aimed by development of region at increase of own efficiency. Thus overall objectives of system of regional management should become satisfaction of spiritual needs of people, maintenance of health of the nation and satisfaction of material requirements of people by creation of the vital blessings.
     The decision of a question on formation of system of efficient control by development of region probably only under condition of a support on methodology of a control system of development of region in general and efficient control, in particular.
