In conditions of astable economy the transformed system of the Russian Federation feels necessity of a correct estimation of social and economic indices. Hence, necessity for adequate methodical toolkit of an estimation of efficiency of social and economic development of region is naked. At formation of an adequate technique of an estimation of efficiency of social and economic development of region it is necessary to consider, that as social and economic system understand the complex likelihood dynamic system covering processes of manufacture, an exchange, distribution and consumption of a cumulative public product.
