State finance control for budget implementation in subsidized regions in the period of increasing financial support for the regions

In a Federal state, the main instrument for supporting the regional and local power authorities in achieving their goals and targets, within the priorities of the general federative policies in various spheres, is the support provided to the regions and municipal institutions from the higher level budgets. At the same time, the important task is the implementation of efficient control over the proper use of the financial aid provided to Russian regions by the Federal center. Considering significant volumes of the aid provided to the Russian regions with no specified target, it is necessary for the Federal center to arrange thorough finance control over its expenditure.
