In article it is underlined that now interests of realisation of an effective territorial policy only in small degree are reflected in the current legislation about federal programs. However, considering that the majority of federal target programs has a strongly pronounced regional orientation, follows more accurately сориентировать the legislation on the decision of priority, strategic problems of territorial development. The directions of modernisation of the legislation offered by authors in the field of federal target programs should be considered among obligatory preconditions of effective program regulation of territorial development in Russia.
