In offered article pressing questions of formation and development of city agglomerations in particular, both in the Siberian federal district, and in Russia as a whole are considered. The author main effects from creation of city agglomerations come to light, the problems arising at their formation are analyzed, approaches to the decision of the listed problems are offered.
