In article are investigated the problems and prospects of creation macro region tourist-recreational cluster in territory of the Southern federal district. To number of the basic problem areas of competitive development of tourist complexes of the Russian regions are referred: absence of advanced statistical base in sphere of tourism; insufficient development of a tourist infrastructure; absence, with rare exception, practice of creation by the subjects of Russian Federation of favorable conditions for the investments at construction of means of accommodation and other objects of tourist use; uncompleteness of methodology of formation clusters. The main direction of regional cluster politics in the South of Russia consists in formation the macro region tourist-recreational cluster «Northern Caucasus».
