In article the problem of formation of the market of habitation accessible to the population is mentioned rather difficult for the decision. The author places emphasis on social essence of housing problem, organizational and economic bases of formation of a housing policy, both in the Russian Federation, and in regions, in particular in Republic Dagestan, a number of the criteria which performance will promote formation of the market of accessible habitation at republican level is generated, the assumption of necessity of revival of typical housing construction is taken out.
