Organizational, legal and managerial aspects of competition development in budget sector

From the legal point of view author proposes to add to legal framework of relationship between budget services customer and contractor by relationship as treatment on government order on budget services. This model is developed and tested in Perm region during some years. Competition inside of budget government institutions is topical problem in consequence of list of budget services in every field is duplicated and provide by statistic data for comparative analysis on budget services price and quality in year. Total privatization is essentially effective method of budget services quality growth that is budget services rendering in conditions of free market by the right and rightfully given on the base of competition or tender.
