The most essential attributes of national innovative system (NIS) formation in conditions of a developing Russian economy, its re-structuring are considered in the work. It is determined, that through and multilevel character of the interconnected elements of NIS is a component of economic system of the state and it carries out a role of a link between macroeconomic policy, science, education, high technology industry and market.
