Choice of innovational activities strategy should be based on adequate methodology with regard to the real condition of the Russian Federation federal and local economy. Each economical phenomenon should be studied with regard to its environment that influences it significantly. Thus, the article solves the problem of defining the prerequisites for the innovational activities development, providing for building up the equal economical and managerial conditions in all the industries. The subject of this article is economical relations between industry and agriculture, as the most damaged by the reforms sectors, where building an econiomy on principles of innovation is extremely difficult.
