The article theoretical and empirically demonstrates the obvious correlation between the levels of small businesses development and industrial decrease. The proved hypothesis on interrelation of these proceses during transformation and decline helps improve the selective measures of federal support to small businesses and improve their efficiency during the current crisis in Russia.
