The study analyses main legal acts regulating the development of social and economical progress strategies for the Russian regions. The topic analysed is the presence of solving methods for the problems defined in the said acts, evoiding the inherrent disrepancies between the acts' provisions, and controlling the level of accrodance between them. Having analysed the results, the author concludes that the efficient system of large-scale strategic plans for the country are impossible to create due to insufficient methodological basis.
