Stimulating certain regional social values are especially important, as well as creating comfortable environment for the business activities, structiural reforms and enhancing the investment potencial. Each region has specific social and economic interests, as to creating and developing the social environment and normal work of the local infrastructure. In accordance with these interests, each local administration should implement adequate social and economical policy, efficiently spend the finances, specifically the regional budget resources.
