The article offers system of theoretical methods for studying the concept of region, and the criteria of regional stratification as an approach to the regional social an economic processes analysis. The given theoretical and methodological approach allows the federal and local government to amend their economical policy with regard to the public opinion on the social conditions and to make descisions appropriate for the existing situation.
