Post-industrial economical trends determine changes in the correlation between the spread of population spread and of efficient economical activities; new economy sectors today emerge in the areas whis specific features of population. Existing strategies of city development are mostly treating a city as a corporation with certain social responsibilities. The last decades couldn't but deeply influence the Russians' education and professiona competence. Thus, to define the city agglomerates development prospects we need to consider such a factor as competitive ability.
