The article analyses conditions for developing the regional economy progress strategy with major diagnosis process SWOT, used worldwide by consulting agencies. The authors think it necessary to choose the priority directions of development for the small businesses in a rapidly changing market environment, to provide adequate mid-term forecasting. The scenarios described here help perform efficient analysis by means of modern tools, to receive reliable results and to define the general effect.
