Crisis rebuilding of the global economy demands a higher competitive ability from the Russian economи, on the regional level firtsly, because in the near future structural reforms of the global economy is highly possible due to the changed balance of the economic centres balance and the reginal economic unions development. Russian economy growth is now impeded by several obstacles reflecting the global tendencies and the inner logic of t he national progress. This article offers organizational and economical tools for the regional economy development within an innovative model.
