Innovative Determninants of Economic Environment: Evaluation Methods and Ways of Progress

The article gives evaluation of the innovative process influence on the economic environment diversification, defines the conditions for uneven social and economic development of the Russian regions; it also offers the authors' method for evaluating the innovational potential. This method was tested on the factual data of the Sothern Federal District; it offers several ways of evenning the social and economic situation with the programme-module approach.
